Could a member conceivably post in Suggestions an updated version of an older, existing General PrC (such as Beastmaster) with the intention of adding more original PrC abilities rather than have so many abilities be things that exist in the shops? Would the moderators be able to take the suggestions under consideration, or are the older PrCs set in stone?

The PrCs are not open to change, no; sorry! But all the PrC abilities are unique, I'm not sure what you're saying needs changed? Each level does grant items from the shops like all PrCs (except Curin's), but the bulk of the PrC, the abilities, we never repeat.
