It was not a very nice morning at all in Lómëdor. Being on the coast, the great city tended to get ravaged by wind on occasion and the night before had certainly been one such occasion. The howling winds had rattled windows all night long. It had caused trees to fall, fences to collapse and old buildings to crumble. Most of the older generation of Lómëdorians would happily tell you that though great these winds were, they were nothing compared to those winds of 54 years ago, almost to the very day, when an entire Inn had collapsed in upon itself, killing fourteen people. This city was certainly no stranger to harsh weather conditions.
This morning though, the wind had began to die down and the people of the city were cleaning up the mess made by nature. The community of the great city had united with one purpose and they were all working tirelessly to fix all the damage caused. All but one person, that is. Thogar Grayvein had not heard the wind through the night. His windows had rattled quite as much as those of anyone else, but he was blessed with being quite the sound sleeper. He had woken happily and blissfully unaware of the problems in the city. He had gotten dressed in blissful ignorance, eaten his breakfast in blissful ignorance and then left his home in blissful ignorance.
He was walking up one of the back alleys, just to the west of the large Lómëdor square, his eyes fixed firmly ahead of him and not really acknowledging anything on the street around him. He was rather absentminded, contemplating what to do with his day. As with most days, Thogar had very little to do. Being retired had many benefits, but it also resulted in incredible boredom which he was truly not a fan of. He thoroughly enjoyed having somewhere to be and something to do, but it had been a long time since he had experienced that. Everywhere he went and everything he did seemed to be nothing but an exercise in futility.
Out of the alley and into the large, main market street ahead, construction to repair some of the cities old buildings was well underway. Steel poles acted as girders for some of the battered buildings and a little way down the road, at the side of the library stood a large steel and wooden construct, seemingly designed to help workers get up and down the side of the building easily in order to repair it as soon as possible. The damage to the building was minimal, but it still had to be repaired one way or the other. The dwarf marched on to this larger road, still absentmindedly going about his day without thought for anything other than himself and his own plans.
He passed the taverns and shops being held up by steel and wooden poles without acknowledging them or the people around them doing their upmost to fix them. They were all just irrelevant distractions to him. The sounds of hammering and sawing and people laughing and joking with each other as they worked, none of it entered the mind of the old dwarf. It was just background noise, it didn’t actually mean anything. And so, he wandered on, until he approached the library. And that is where everything went terribly wrong and the dwarf became painfully aware of his surroundings.
As he walked, his foot became snagged on something and he almost tripped, but he was walking slowly enough to stop himself from falling. He looked down and saw a piece of rope just left laying on the ground. ”Bah! Some people have no common sense at all! I could ‘ave broken my neck trippin' over that thing!” he angrily stammered under his breath to no one in particular. He leant down and picked up the rope and pulled on it without thinking that it could be tied to something. The fact that the rope did not relinquish at his tug only annoyed him further and he pulled on it with some ferocity on his second attempt. The rope gave way this time, and with it one of the poles from the bottom of the steal and wooden structure at the side of the library. As one pole was removed from its base, the entire structure instantly became off balance.
As the steel pole came flying towards him on the end of the rope, he finally becomes aware of what was around him. He looked up and saw the structure as it teetered and began to topple. He instantly became aware as to what he had done, and he hoped and prayed that there were no people underneath the structure. It seemed to take an eternity for it to hit the ground after it began to tip, but eventually it did, with a great crashing sound. Dust billowed up and surrounded the area as the dwarf stared on in disbelief, still unaware of anything around him other than the fallen construction. He walked forward through the great cloud of dust that had emerged from it and as it began to clear, he realised that there were people mixed in with that great pile of wood and metal and dirt. They were moving, but barely. He rushed forward and attempted to pull someone to safety, and immediately the other Lómëdorians that were seemingly on the road to bear witness to this accident all rushed forward and began to help people out of the wreckage.
A few more minutes passed, with everyone doing their upmost to ensure that everyone had been pulled from the debris. People in the crowd began muttering questions about the cause of the incident. ”What happened? These things don’t just fall, they’re built as solidly as a brick wall!” Questions like this were passed around for a couple of minutes before one of the people pulled from the wreckage piped up. ”It was the old dwarf! He pulled it down!” and instantly every head in the crowd turned in the direction of Thogar, who stood quietly and thoughtfully at the edge of the pile of rubble. They all approached him and in seconds he found himself circled by a mob of angry Lómëdorians. They began shouting abuse and accusations at him, as he looked around at them all in surprise and sadness. ”I didn’t… I didn’t mean to! It was just… the rope, it was in the… It was an accident!” he spluttered out, but he was not heard over the shouts of abuse from the crowd. He was suddenly enemy of the state, and he was in desperate need for someone to come to his rescue.

What?!
Providence had been simply enjoying the morning. The chaos caused by nature was not to be fixed by him. He wasn't of the lowly construction and repair crew. Or a peasant. Or a low-class citizen. He was Spec-Ops. Elite of the elite.
So the reason that he got called into one of the spires of Lomedor to have a quick meeting and briefing of a situation baffled Providence.
"As you may know, Mother Nature - or father? - has done alot of damage to Lomedor overnight." said a Lomedorian tactician.
"Yes..." Providence replied.
"And now some fool has gone and destroyed the library."
"How in the hells would that happen?"
"A rope."
"Oh for the love of---" Providence got annoyed at the simple fact of a ROPE taking down a library.
"But, not to go without issue, is you must see to it that this offender, you may call it, gets arrested, or at least questioned at the scene." The tactician interrupted.
It was pretty dull for a bit, after that.
Providence did not have a horse yet, as he was getting his horse groomed and fitted with armor. So he decided to walk to the scene. Fast. That was the easiest way to put it. He hated having to go for so long when he could have done something easier.
"By Lothlomendil..." Providence muttered as he saw the ruins of the library.
The crowd of people were all looking in the center of somewhere. It was strange, as there was nothing there. So Providence decided to come up closer, to investigate the issue. There was a little 3 foot dwarf, looking all innocent and apologetic. It irritated Providence. Oh well.
Providence got in close to the dwarf, and squatted down, looking at him at eye level.
"So. What happened." he asked.

OOC - It doesn’t really matter as it hasn’t affected the way you’ve written your post, but just to clarify for future posts: I didn’t destroy the actual library, just a scaffolding like structure next to it. I think destroying the Parmamar Library would be a rather Gammonesque action! This post will be short, but I'm tired and in a rush, so there you go.
The dwarf was dumbstruck and numb with surprise at the incident. On retrospect, he had clearly shown great idiocy in pulling on that rope. His actions made no sense and he knew this without question. He had been held there by the people of Lómëdor for what seemed like hours, but in truth was probably no more than twenty minutes, waiting for the Lómëdor Guard to arrive to question him over his involvement in this episode.
Thankfully, no one had been seriously injured in the collapse. Most of the people pulled from the wreckage were fit to walk away from the scene. One of the men seemingly had a broken leg and was helped away to find someone to heal his injury. Everyone had continued to circle Thogar, to ensure he didn’t try to flee the scene of the crime, but he had no intentions of doing so for two reasons. Firstly, he had a sense of honour and justice. He had spent many, many years fighting for justice and as such would not now attempt to avoid justice, even if it was he that would be brought to it.
Secondly, because he was in far too much shock to even consider fleeing. He had spent a very long time protecting people, and though he had long since realised that this was not necessarily possible any longer given his physical condition, this was the first time in a long time that he had actually caused pain and destruction. This was not something he had any desire to do and he was ashamed of his own stupidity. It was then the authorities arrived, as the tall man pushed his way through the crowd. Thogar knew he was a keeper of law and order; such people simply had an aura of dignity about them. He approached Thogar and leant down in front of him until they were looking each other square in the eye, and then spoke. ”So… what happened?” he asked in a rather snide manner. He didn’t appreciate the cheek of his tone, but that was not the most important thing going through his mind and so he ignored it.
”I am to blame for what happened here.” he said, nodding slightly. ”It was an accident, but I am still to blame. It was my fault. My stupidity. I take responsibility.“ he spoke in sharp, short sentences with a resigned tone and expression. He would accept whatever punishment was ordained on to him, no matter what that punishment was. He did, however, hope that it wouldn’t be too serious a punishment. After all, no one had been seriously injured and the rope was in the middle of the road. Curiosity killed the dwarf, it would seem. ”There was a rope in the road. I pulled it and it came down. Do with me what you will, laddie.”

What a nice man.
Providence's usual stern expression quickly shifted into a happy, open smile. He was glad that the man was honest, and Providence didn't have to beat it out of him. Providence hated having to do that.
"Thank you, very much, for confessing. It makes my job easier. Alot." Providence said, smiling.
Providence pondered. What else has been done to... the people have been hurt, broken bones and such, but nothing too serious, as far as Providence knows. A portion of the colossal library has been torn down. At least it wasn't all of it.
"Alright, you will be tried. But now that you have confessed, if you plead guilty in the trial, your sentence will be reduced, and you will be able to get a chance for bail, at the set price of [variable] gold. If, however, you plead NOT guilty, the penalties shall be much worse. Capiche?"
